(In episode 11) of Gatchaman Crowds Insight, Katze starts explaining at 3:44 that the only way to appease the citizen's anger towards the alien Gelsadra is to kill him. This hatches the entire grandiose plan of having Katze and Haijime pretend to be Gelsadra so the Gatchaman can supposedly *execute* him.
Same episode around 9:23, the Gatchaman formerly declare that they're going to "kill" Gelsadra and broadcast the battle on live television. No one knows yet, not even the viewers, that Gelsadra is really Hajime and Katze. During the entire skirmish, Hajime/Katze are literally fighting their Gatchaman teammates as Gelsadra. They're literally a perfect copy of the alien, to the point that no one watching would be able to tell the difference. At around 17:05, it is revealed to the viewers that the Gatchaman didn't kill Gelsadra at all but it was rather Hajime/Katze that they were fighting. Hajime goes into a coma and assuming, so does Katze.
At 18:38, new Gatchaman trainee Tsubasa goes on live television with the Prime Minister of Japan along with Rui Ninomiya (in his LOAD Galax disguise) to explain that Gelsadra was alive and well but that the fake Gelsadra they fought was really Hajime.
Hajime doesn't have the ability of mimicry, Katze does. This is his ability and his ability alone. He described in both season one and season two of CROWDS to be the most powerful entity next to J.J. who's an alleged "deity" in his own right. Katze's abilities honestly are vast and the official Wikipedia for Katze doesn't cover the full extent of his powers.
In Gatchaman CROWDS ( Season One, episode 12 starting at: 7:09 ) Katze proved that he could copy powers during his battle with O.D but only copied O.D's cloning skills during battle. This was the first and only time in season one that this is briefly touched upon. Gatchaman CROWDS doesn't give a concise list of what Berg Katze can or cannot do.
They leave it very open to what he's able to do with his mimicry ability and therefore makes it difficult to pinpoint what's an actual skill of his or what's a skill he stolen. The series keeps hinting that Katze is powerful beyond belief because he's the First Gatchaman but they don't explain what he cannot do.
I was initially under the impression that Katze couldn't mimic powers as well UNTIL I saw INSIGHT which makes his powers and abilities section outdated and I need to update. However, this is my proof that Berg Katze CAN copy other people's powers along with their appearance.

[EDIT 1:] Also if the whole explanation about Katze's powers don't make any sense in regards to INSIGHT, all of episode 12 explains what happened in the previous episode regarding the Gelsadra incident. This further cements that Katze does have the full ability to mimic other people's appearances AND their powers.
